There shall be appointed, as officers of the department, in the manner provided by law,
61(a)
a Director of Labour Standards who, in addition to carrying out the functions and duties specifically conferred upon the director under this Act, has the powers and shall carry out the duties conferred upon the director by the Lieutenant-Governor in Council; and
61(b)
those officers and inspectors that may be necessary for the purpose of helping the director carry out the director’s powers, functions and duties under this Act or otherwise for securing the proper observance of this Act.
