(1) Suspension ropes for a swing stage shall be of sufficient length to permit the work platform to be lowered to a safe lower landing.

Where a swing stage or platform is suspended over water, or where it is impractical to lower the work platform to a safe lower landing, lower limit travel devices, compatible for safe use with the hoist system, shall be used to ensure the working platform shall not be lowered beyond the safe lower limit of travel.
