(1) Explosives affected by cold temperatures shall only be used as recommended by the manufacturer.
430(2)
Waste and deteriorated, damaged or time-expired explosives shall be destroyed promptly by
430(a)
a blaster;
430(b)
a representative of the explosive manufacturer; or
430(c)
a qualified member of the Royal Canadian Mounted Police, the Department of National Defence, the Explosives Division of Natural Resources Canada or the Royal Newfoundland Constabulary using methods approved by the manufacturer.
