(1) An employer shall take precautions to ensure that persons and property at or near the workplace are protected and that hazards of flying material, airblast, ground vibration or fumes from the blast are minimized.

Where there is a danger to the safety of persons or property, a blasting mat of adequate size and strength or adequate cover shall be used.
