Before a worker climbs or is supported by a pole or structure, or before work is done that may affect its stability
479(a)
the pole or structure shall be assessed for soundness and stability;
479(b)
where there is doubt concerning the soundness or stability, the pole or structure shall be effectively supported before wires or cables are changed, and the supports shall be left in place until workers are clear of the pole or structure; and
479(c)
poles shall be installed or removed using equipment manufactured for this purpose or by a method acceptable to the minister.
