Where a worker sustains an injury arising out of and in the course of employment that
51(a)
aggravates, activates or accelerates a condition, disease or disability existing prior to the injury; or
51(b)
is aggravated, activated or accelerated by causes other than the injury, com pensation is payable for the proportion of the loss of earnings or permanent impairment that the commission determines is attributable to the injury.
