Where a volatile, flammable or otherwise hazardous material is transported in a vehicle transporting workers, it shall be carried in an isolated compartment that is
283(a)
accessible only from the outside of the vehicle, securely fastened and fitted with adequate ventilation and drainage facilities; or
283(b)
where internal to the vehicle, separated from the crew compartment by an approved firewall.
